ALERT: Arcadia’s Trash and Recycling schedule is changing!

Watch for the announcement in our July/August newsletter. All of Arcadia will be on a brand new One PLUS ONE schedule with the start-up on July 13th.
Tuesday = recycling
Thursday = trash day
 
See the details below. Help us to keep our neighbors informed.
 
§       Service changes go into effect beginning July 13
§       Postcards with specific days of service will be mailed to all customer addresses beginning the last week of June
§       Many addresses will also receive automated calls directing them to www.baltimorecity.gov and 311 for details on their new days of service
§       Citizens can now go on-line to www.baltimorecity.gov OR www.cleanergreenerbaltimore.org OR call 311, provide their address and receive their specific days of service
§       The point of collection for trash and recycling will now be the same – recycling will follow trash – so, if trash collection is at the rear of a property – recycling will also be collected at the rear
§       Yard waste remains unlimited and can be bagged or bundled and set out on trash collection day
§       Bulk Service is unchanged – citizens can still call 311 to schedule their bulk pick up of no more than 3 items per month
§       Enforcement will be focused on failure to use trash cans – not volume and schedule – we intend to allow at least a 3 month grace period for enforcement of new service requirements as we know citizens will need time to adjust to the changes

THE NORTHEAST CITIZENS PATROL NEEDS YOU

The Patrol is active throughout the Northeast District.  It Patrols every Thursday, Friday, and every other Saturday from 7:30 PM to 11:00 PM.  For its nine years of existence it has served as a great crime deterrent for the communities of Northeast Baltimore .  If you want to become a part of the solution contact Mike Hilliard at harbel.necop@juno.com or 410-444-2100.

HARBEL IS COLLECTING PAPER TO BE RECYLCED

HARBEL is collecting paper to be recycled.  If you have paper you would like to recycle please feel free to place it the green and yellow dumpster in the rear of our building at 5807 Harford Road marked “PAPER RECYCLING”.   Please only place paper in the dumpster.  The recycler donates money to HARBEL based upon the amount of paper we recycle.  This is an easy and environmentally friendly way to help sustain HARBEL’s services to your community.

FREE ADOLESCENT SUBSTANCE ABUSE PREVENTION GROUPS AVAILABLE TO CHURCHES, SCHOOLS, AND COMMUNITY GROUPS FROM HARBEL

Are you interested in helping prevent substance abuse by youth?  HARBEL Prevention and Recovery Center is offering free prevention groups to churches, community groups, and after school programs for upper elementary and middle school age youth residing in Northeast Baltimore City . Groups use materials evaluated by the Substance Abuse and Mental Health System Administration that have been shown to reduce youthful involvement in substance abuse. Arts-based activities and interactive discussions keep groups lively and fun. Upper elementary level groups meet for 11 sessions and middle school level groups meet for 14 sessions. HARBEL PREVENTION AND RECOVERY CENTER

HARBEL Prevention and Recovery Center is a state certified program which offers outpatient substance abuse treatment services to adults and adolescents in Northeast Baltimore .  We provide individual and group counseling services to support members of the community on the path to recovery from addiction. Services are provided at 5807 Harford Road , as well as in local schools. Schools in which we provide services include: City College High School , Lake Clifton , Thurgood Marshall, Archbishop Curley, Catholic High, and IND.  Our counseling services are provided by staff that are licensed or certified by the Maryland Board of Professional Counselors or by graduate level interns who are supervised by a LCSW-C. Our Harford Road location is located on the number 19 bus line, and also has free parking available.  We welcome self referrals, as well as referrals from attorneys, physicians, parole and probation, and community agencies.  Treatment services are provided to uninsured Baltimore City residents, and offered on a sliding fee scale.   All services require an appointment. THE NORTHEAST FOOD PANTRY IS FACING A FOOD SHORTAGE

The Northeast Food Pantry at 4920 Harford Rd. is experiencing a shortage of non-perishable food items.  YOU CAN HELP!    Donations can be made to the pantry on weekdays between 9 AM & 4 PM.  Items especially needed are: cereal, rice, pasta, powdered milk, peanut butter, paper towels, canned meats, canned tuna and salmon, canned vegetables and soups, canned fruit and juices, jelly, and toilet tissue.  Your generosity will be greatly appreciated.  For more information you can call 410-444-2100.

HOUSE WARMING FOR THE HOMELESS

Mayor Dixon has indicated that she has been able to obtain housing for those homeless families that were relocated from under the Jones Falls Expressway. However, those families are in need of furniture, linens, appliances, kitchen wares and other basic household supplies to turn their housing into functional homes. The donations from this drive will be distributed to roughly 50 households. The Mayor’s goal is to continue to engage community partners to sustain the “housewarming” effort over time. SMOKE TESTING OF BALTIMORE CITY ’S SANITARY SEWER SYSTEM

To improve our sewer system, the City of Baltimore , Department of Public Works has contracted Black & Veatch Corporation to conduct smoke testing during the month of July and August. The testing is necessary to locate defects in the sanitary sewers in your neighborhood. The investigation is part of a city-wide program in compliance with the City’s Consent Decree entered into with the United States Environmental Protection Agency (USEPA) and the Maryland Department of Environment (MDE) to repair Baltimore City ’s sewer system and reduce wastewater overflow into the Chesapeake Bay and its tributaries. Your cooperation and understanding are appreciated while this important work is undertaken.

Smoke Testing involves introducing smoke into the sewer system and observing the locations where the smoke escapes. The smoke escapes from sewer defects where rainwater or groundwater can enter. To reduce sewer flow, these defects must be identified, located and repaired. If the plumbing in your house is in proper condition, the smoke will not escape into your home. However, if you do have any plumbing problems, smoke will escape from any defective pipes.

To ensure your plumbing (i.e. sinks, shower stalls, etc.), and inside floor drains are properly sealed prior to the smoke test, pour a bucket of water in each drain to fill the trap so that no smoke escapes from the drains. During the test, it is normal for smoke to escape from the vent pipe through the roof of your home and this should cause no alarm.

The smoke used in this test is not harmful to people, pets or furnishings. We respectfully request your assistance by notifying handicapped or homebound persons in your neighborhood of this test.

A reminder door hanger will be distributed a few days prior to the Smoke Test. It is not necessary for you to be home during the inspection. However, the inspectors may need to walk onto your property to look for signs of smoke coming from area drains, downspouts or the ground.

If you have any questions or observe smoke escaping from any place other than the roof vent pipes, please notify one of the field personnel conducting the test.  If you have any questions regarding the smoke testing program, please call the Black & Veatch smoke testing hotline at (866) 440-1695 or the City of Baltimore Herring Run Sewer shed Project Manager, Ms. Tonorah Houston, at (410) 396-3440 between the hours of 8 am-4:30 pm or if immediate attention is required after hours please call 311.

APPEAL FOR VOLUNTEERS TO SERVE IN THE CITY’S HOMELESS SHELTERS

This is an appeal for volunteers to serve in Baltimore City ’s homeless shelters. Last winter community residents volunteered in the homeless shelter at 1114 Mount Street which was closed at the end of March.  We are opening two new shelters at Edmondson High School on the west side and Ralph J. Young Rec Center (2031 E. Fayette Center) on the east side.  The homeless clients are searched for weapons before being bused into the shelter at 7:00 PM. The shelters are open until 6:00 AM. Volunteers will conduct a monitoring function under staff direction. They are looking for a 3 to 4 hour volunteer shift. Herring Run Club

An informal group of runners meet on Tuesdays at 7pm to run in and around Herring Run Park and Lake Montebello .  We meet at the playground parking lot next to Montebello ES on the lake.  We run one lap together (1.3 miles) and then spontaneity takes over.  Diverse ages and running

FREE RECYCLING THROUGH THE MAIL

United States Postal Service offers customers free envelopes in Baltimore area post offices so that you may mail in PDA’s, digital cameras, iPods, and MP3 players through the mail without having to pay for postage.  The free, postage paid Mail Back envelopes can be found on displays in your local Post Office lobby.  There is no limit to the number of envelopes a customer can take.  REMEMBER YOU CAN RECYLE CELL PHONES & PRINTER CARTRIDGES AT HARBEL AS PART OF A FUNDRAISER.  Just bring them over to our office during our regular business hours: Mon-Thurs. 9am-9pm, Fri. 9am-7:30 pm or Sat. from 9am-3pm.

Baltimore City’s Recycling Program

You can read more about Baltimore ’s recycling program at http://www.baltimorecity.gov/government/dpw/recycle.php; their recycling collection program includes the following material:

City is collecting all recyclable materials – bottles, cans, plastic # 1-7, mixed paper and cardboard in a single container on the same day. With Single Stream collection there is no excuse not to recycle; it simplifies the recycling schedule; you will mix your recycling material all together and set out for collection in one bin and on the same day.  The new system will help make recycling simpler, easier and boost participation.

Single Stream Recycling bins are available. After an initial supply of 10,000 bins sold out quickly, 20,000 more were ordered. Both 18-gallon and 25-gallon bins can be bought at Baltimore City's Kane Street Yard (111 Kane Street, across from Patterson High School) between 9 a.m. and 2 p.m. Monday through Friday. The smaller 18-gallon bins remain $5 and the large 25-gallon bins, regularly priced at $12, remain discounted for $6 through the end of January.

Residents can buy up to four bins at the Kane Street location only. Bins can be purchased in bulk by residents representing their neighborhood block with a list of those residents. Based on available quantities, community groups can pre-pay for bulk purchases to re-sell to their members. Payment may be made with cash, money order or check (checks must be made out to the Director of Finance. Proof of identification including address is required.) Yellow bins are for recycling only! Regular trash and debris will not be picked up from them. They are NOT REQUIRED to recycle – use any bin as long as it is clearly marked “recycle.” Cardboard boxes and/or paper bags can also be used.

Please note, there will be no more Monday recycling collection, to avoid all of the holiday missed collections; and plastic bags of any color will no longer be accepted.

FRIENDS OF THE NORTHEAST INTERFAITH PEACE GARDEN FORMED

A new non-profit organization has been formed to promote the community’s use of the garden and labyrinth located on the grounds of St. Anthony of Padua Church at 4414 Frankford Avenue . The FRIENDS of the Northeast Interfaith Peace Garden will begin to offer interfaith, multicultural events in the garden space beginning this spring. These events will include outdoor performances, walks, festivals, seasonal celebrations, movies, services, music, dance, and other activities designed to bring people together in this lovely space in our community.

The FRIENDS of the Northeast Interfaith Peace Garden will also coordinate the use of the space by groups in our community. So if your church, school, club, class, Scout Troop, or other group would like to use the Interfaith Peace Garden for an event of your own – a prayer service, a labyrinth walk, a concert, a graduation, etc. – that can also be arranged.

Of course, everyone is invited to come and visit the Garden any time you choose. It’s community space, and it’s open to the public. The Garden is a place of peace, quiet, and tranquility, and you might like to spend an hour or two there some quiet afternoon. Walk the labyrinth, stroll through the perennial garden, just sit on a bench and relax, listening to the sound of water in the fountain. The Garden is there for you, and you're always most welcome there!

OPPORTUNITY FOR THOSE 60 AND OLDER

The Baltimore Experience Corps, a program that provides an opportunity for older adults to help improve academic success of children in the Baltimore Public School System will be expanding from 12 schools to 15 schools in the 2006-2007 school years.  Dr. Linda Fried , of the Johns Hopkins of Center on Aging and Health is leading a study of health promotion and volunteering to research the benefits of being a volunteer, and is looking for older adults interested in participating in the Baltimore Experience Corps Study.  Participants in this study should be age 60 or over, and be willing to volunteer 15 hours a week in kindergarten through third grade. They will be randomly assigned to either volunteer in a Baltimore Experience Corps school or contribute by being in a comparison group Volunteers in the schools also receive recognition through a small stipend to help with any out-of-pocket expenses, and all members are compensated for participation in the evaluation. Older adults are invited to attend an information meeting. Even though stabilizing over the past few years, Baltimore City still has a relatively high foreclosure rate, which negatively impacts working families and neighborhoods.  But now, through the efforts of the Baltimore Homeownership Preservation Coalition (BHPC), citizens that are having trouble paying their mortgage have access to free and immediate help by calling the City's 311 Call Center.  When citizens call 311 they will be transferred to a national hotline (1-888-995-HOPE) where HUD-approved nonprofit counselors are available 24/7 to provide free assistance and information.  Please call 311 Today. . . BALTIMORE CITY NEEDS MORE AFFORDABLE HOUSING

Although Baltimore residents, who are current homeowners, have seen their property values rising over the past few years, many other residents are finding it difficult to buy or rent housing in our city. The rise in home sale prices has also lead to higher rents and more challenges in becoming a first time homebuyer. In fact, some city employees working as police officers, teachers and fire fighters have experienced this problem. To address this important issue, the Baltimore City Council established a special task force to study concrete ways for the city to produce (or support production of) more affordable housing units.

If you want more information on the subject, invite a speaker for your next community meeting to share information on the task force recommendations and future City Council bills to implement these recommendations. Members of Beyond the Boundaries Metro East Regional Team, who have experience in housing and community development issues, are willing to present the details and answer residents' questions. Baltimore Chapter of the International Cesarean Awareness Network (ICAN)

ICAN  meets on the second Saturday of each month from Sept. through May at 10:30 a.m. 

ICAN's purpose is to lower the cesarean rate through education and to provide a support network for women and their partners who are healing from past birth experiences.   You don't have to have had a cesarean in order to attend.  Meetings are free and open to everyone.

The location for meetings is St. Anthony of Padua Church , lower church hall, 4414 Frankford Ave in Gardenville.  Look for the ICAN signs that are posted shortly before meetings begin to find the correct entrance.

You can search for pending Baltimore City Council Bills online by setting your browser to www.baltimorecitycouncil.com.  By clicking on “The Legislative Information Center” link you can search for bills by key words, subject, or bill number.  By clicking on the text of the bill you can read a summary of the bill and you can see the bill’s legislative history.  By clicking on the attachment entitled, “Legislative File Text,” you can read, print, and download the bill’s full text.

Medicare beneficiaries who are also on Medicaid and those who previously were enrolled in the Maryland Pharmacy Assistance Program have a Hotline to contact if they are encountering problems getting their drugs. Beneficiaries should call: 1-800-638-3403.
